Air emissions permit applications for newly constructed or modified air emission sources are prepared and submitted to the appropriate agencies. As Title V regulations become effective, operating permit applications are prepared for existing sources. The terms and conditions of the permits are negotiated to provide the client the flexibility required to operate the facility efficiently, while minimizing emissions monitoring and record keeping requirements. Buys & Associates, Inc. performed an environmental audit that revealed a 1,600 horsepower natural gas compression facility that was operating without the required air emission construction and operating permits. Compounding the problem was the fact that the compressors and associated dehydrators were installed with no consideration for Best Available Control Technology (BACT).
Buys & Associates, Inc. evaluated the emissions from the facility and prepared construction and operating permits. Subsequently Buys & Associates supervised air emission testing to verify emission rates and provided assistance to the client in successful negotiations with the State concerning BACT requirements and penalty payments.
Air Emissions Permitting

The client had begun the installation of a new 500 horsepower natural gas compressor at an existing facility in Wyoming when they contacted Buys & Associates, Inc. for guidance on air permitting requirements. An approved construction permit was required for the compressor and the client needed to be operational within one week in order to minimize lost revenue. We prepared the construction permit application and successfully fast-tracked the approval process, obtaining approval for operation within four days, thus preventing any loss of revenue.
