Regulatory applicability determination
Emissions calculations
Compliance and emission reduction management systems
Violation negotiations with regulatory agencies |
Market Sector:
Oil & Gas
|
Location:
Northeastern Utah |
B&A was hired to complete a review of potential emissions for a facility located on Indian Country/Tribal Airshed in northeastern Utah for comparison to Federal New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAPS). Based on initial review, the facility was determined to be applicable to NSPS and NESHAPS compliance. With aid of legal counsel, the Client self-disclosed non-compliance to the EPA, Region 8. B&A determined compliance steps and required emission controls. Additional tasks and responsibilities included:
- Calculated actual and potential emissions for the facility since 2005. Different emissions scenarios were calculated that were dependent on equipment configurations at the facility, including adding or removing emission units, adding control devices, and changes to facility setup.
- PSD applicability determinations for additional equipment.
- Prepared and filed notices concerning NSPS and NESHAP regulations with the EPA, Region 8, for installation, startup, equipment changes and emission testing.
Expedited Compressor Station Air Permit
Services:
Air permit compliance guidance/applicability
Expedited minor source permit preparation

Market Sector:
Oil & Gas
|
Location:
Wyoming |
B&A was contacted regarding the installation of a new 500 horsepower natural gas compressor station at an existing facility in Wyoming for guidance on air permitting requirements. An approved construction permit was required for the compressor and the client needed to be operational within one week in order to minimize lost revenue. B&A prepared the construction permit application and successfully fast-tracked the approval process, obtaining approval for operation within four days, thus preventing any loss of revenue.
Desolation Flats Natural Gas Development Project Environmental Impact Statement (EIS)
Services:
Air quality NEPA analysis
Far-field analysis to determine potential effects on AQRVs
(e.x. visibility, acid deposition, lake acidification) |
Market Sector:
Oil & Gas |
Location:
Southwest Wyoming |
B&A completed a large-scale ambient air quality impact analysis for Desolation Flats Natural Gas Development Project EIS. The study analyzed potential effects resulting from the development of 600 gas wells and associated compressor stations and gas plants in southwest Wyoming. The analyses included ambient air quality impacts, visibility impacts at Class I Wilderness Areas, and acid deposition impacts upon high altitude lakes. B&A's specific responsibility for the project included developing and presenting the protocol for analysis to the EPA, BLM, Wyoming DEQ/DAQ, project proponents and other stakeholders; and refining the final analysis protocol to the satisfaction of all interested parties. Performing the air analysis involved utilizing refined computer models, and documenting the results for inclusion in the EIS.
Meeker Hub Gas Plant Air Permit

Services:
Air permitting application
Regulatory applicability
Air dispersion modeling
Spill Prevention, Control and Countermeasure (SPCC) Plan |
Market Sector:
Oil & Gas |
Location:
Meeker, Colorado |
B&A worked jointly with CBI-Howe Baker engineering firm in the development and design of a 0.75 billion cubic feet per day natural gas processing plant which minimized emissions to the atmosphere. The B&A Team of Air Quality Specialists prepared a comprehensive air permit application for submission to the Colorado Department of Public Health and the Environment. The permitting exercise included compliance with applicable New Source Review (NSR), New Source Performance Standards (NSPS), and National Emission Standards for Hazardous Air Pollutants (NESHAPS) regulations. To ensure compliance with the NAAQS. B&A performed air dispersion modeling for the proposed facility. In addition to the air permitting and modeling, B&A prepared a Spill Prevention, Control and Countermeasure (SPCC) Plan which included CAD "to scale" site diagrams of the facility in accordance with applicable federal regulations (40 CFR 112 & Onshore Oil & Gas Order No. 3).
